I am Graduate Chair of the Department of Educational Foundations, Professor of Theory and Methodology in the Study of Education, and Track Coordinator for the master’s program in Global Perspectives on Education Policy and Practice. I am also an affiliate researcher with two initiatives at the Autonomous University of Barcelona—namely, the master’s program on Education Policies for Global Development (GLOBED) and the research unit on Global and Comparative Studies in Education (GLANCE).
For my research, I draw on frameworks and concepts from global political economy, international relations, critical policy studies, systems thinking, organizational theory, policy sociology, and post-/decolonial literature in order to analyze and explain global trends in education, with an emphasis on policies related to privatization (vouchers, charter schools, low-fee private schools, private tutoring) and decentralization (administrative decentralization, community-based management, participatory development, school clusters, school block grants). More specifically, my work is dedicated to answering questions about the changing nature of education governance in the context of globalization, with a focus on low-income countries. A central concern of my investigations is to understand the role of international and intermediary organizations (such as bi- and multi-lateral organizations, think tanks, civil society organizations, and philanthropic organizations) in the governance of education, as well as the effects of these organizations and the policies they promote in practice, particularly in marginalized contexts. Geographically, my research has primarily focused on Latin America (Colombia, Dominican Republic, El Salvador, Honduras, Mexico, Nicaragua, Paraguay) and Southeast Asia (Cambodia, Indonesia, the Philippines, Singapore), though I have also conducted research in Africa (Kenya, Namibia, Zambia). I have written or edited 9 books and more than 100 articles and book chapters. In addition to serving on numerous editorial and advisory boards, I publish regularly in top journals in the fields of education policy, comparative and international education, and international development, including: Review of Educational Research; Comparative Education Review; Comparative Education; Development in Practice; International Journal of Educational Development; Journal of Education Policy; Educational Policy; Education Policy Analysis Archives; and Globalisation, Societies and Education, among many others. By consistently addressing issues that are of central importance to these fields, I ensure that my work remains relevant to contemporary debates around theory, method and practice. Beyond academic publications, I also frequently publish blogs and newspaper articles so that my findings reach a wider audience. My work has been published in English, Spanish, Portuguese, and Japanese. I am currently working on three volumes: Researching global education policy: Diverse approaches to policy movement (with A. Verger, K. Takayama, and M. Mckenzie, to be published by Policy Press), Education and development in Central America and the Latin Caribbean: Global forces and local responses (with M. Moschetti, P. Martin, and R. Morales-Ulloa, to be published by Bristol University Press), and Education and the State in Latin America: Foundations, fault-lines, and alternatives (with M. Moschetti and C. Díaz-Ríos, with Brill-Sense). Recent books include: Globalization, privatization, and the State: Education reform in post-colonial contexts (Routledge, 2023); Reconsidering World Bank influence: Governance reforms and the ritual aid dance in Indonesia (Routledge, 2023); The trajectory of global education policy: Community-based management in El Salvador and the global reform agenda (Palgrave Macmillan, 2018); Global education policy, impact evaluations, and alternatives: The political economy of knowledge production (Palgrave Macmillan, 2018); and The political economy of schooling in Cambodia: Issues of equity and quality (Palgrave Macmillan, 2015). Presently, I am the Principal Investigator for a three-year $913,000 project funded by the Dubai Cares Foundation entitled, "Crisis Management for Disaster Risk Reduction in Education Systems: Learning from the Elaboration and Integration of Technology-Focused Strategies in El Salvador, Honduras, and Colombia." This project was one of only two selected by Dubai Cares from among a pool of 173 that were submitted for its “E-Cubed” Research Envelope, through which it supports evidence for education in emergencies. I am also presently leading (together with Mauro Moschetti) three research projects for Education International (the worldwide federation of teachers’ unions) on the ways that privatization is advancing in education in Colombia, Paraguay, and the wider region of Latin America. These case studies are part of Education International’s global campaign to combat the privatization of public education. Previously, I was awarded Fulbright Funding for my work in El Salvador. In addition, I have held visiting, affiliate, or research positions at George Washington University (USA), University of California-Berkeley (USA), the Autonomous University of Barcelona (Spain), the University of Amsterdam (Netherlands), University of Central America (El Salvador), the University of the North (Colombia), The University of Tokyo (Japan), Waseda University (Japan), and the University of Auckland (New Zealand). Apart from being a consultant for the World Bank, I have produced evaluations, reports, and working papers for a range of international organizations, foundations, and research centers, such as USAID, UNESCO, Education International, the Global Campaign for Education, Open Society Foundations, the Spencer Foundation, and the National Center for the Study of Privatization (Columbia University). I received my PhD in International Education Policy from the University of Maryland and my master's from the University of Pennsylvania. My dissertation was recognized with the best dissertation award by the Latin American Studies Special Interest Group of the Comparative and International Education Society (CIES). More recently, my book with Mauro Moschetti and Alejandro Caravaca--Globalization, privatization, and the State: Education reform in post-colonial contexts--was the runner-up for the 2023 book award of the Globalization & Education Special Interest Group of CIES. |
Soy director de programas a nivel pos-grado del Departamento de Fundamentos de la Educación (Department of Educational Foundations), profesor de Teoría y Metodología de la Educación y coordinador del máster en Perspectivas Globales en Políticas y Prácticas Educativas (Global Perspectives on Education Policy and Practice). También soy investigador afiliado a dos iniciativas de la Universidad Autónoma de Barcelona: el máster en Políticas Educativas para el Desarrollo Global (GLOBED) y la unidad de investigación en Estudios Globales y Comparados en Educación (GLANCE).
Me baso en marcos y conceptos de economía política global, relaciones internacionales, estudios críticos de política, pensamiento sistémico, teoría organizativa, sociología política y la literatura post-/decolonial con el fin de investigar, analizar y explicar las tendencias globales en la educación, con énfasis en las políticas relacionadas con la privatización (vouchers, escuelas charter, escuelas privadas de bajo costo, enseñanza privada) y la descentralización (descentralización administrativa, gestión de la comunidad, desarrollo participativo, clusters escolares, subsidios escolares en bloque). Más concretamente, dedico mi trabajo a responder preguntas sobre la naturaleza cambiante de la gobernanza de la educación en el contexto de la globalización, con especial atención a los países de bajos ingresos. Un eje central de mis investigaciones es comprender el papel de las organizaciones internacionales e intermediarias (como organizaciones bilaterales y multilaterales, tanques de pensamiento, organizaciones de la sociedad civil y organizaciones filantrópicas) en la gobernanza de la educación, así como los efectos de estas organizaciones y de las políticas que promueven en la práctica, especialmente en contextos marginados. Geográficamente, mis investigaciones se han centrado principalmente en América Latina (Colombia, República Dominicana, El Salvador, Honduras, México, Nicaragua, Paraguay) y el Sudeste Asiático (Camboya, Indonesia, Filipinas, Singapur), aunque también he realizado investigaciones en África (Kenia, Namibia, Zambia). He escrito o editado 9 libros y más de 100 artículos y capítulos de libros. Además de formar parte de numerosos consejos editoriales y consultivos, publico regularmente en revistas de alta calificación en los campos de política educativa, educación comparada e internacional y el desarrollo internacional, entre ellas: Review of Educational Research; Comparative Education Review; Comparative Education; Development in Practice; International Journal of Educational Development; Journal of Education Policy; Educational Policy; Education Policy Analysis Archives; y Globalisation, Societies and Education, entre muchas otras. Al abordar sistemáticamente cuestiones de importancia fundamental para estos campos, me aseguro de que mi trabajo siga siendo relevante para los debates contemporáneos en torno a la teoría, el método y la práctica educativa. Además de publicaciones académicas, también suelo publicar blogs y artículos de divulgación para que mis hallazgos lleguen a un público más amplio. En este momento, soy el investigador principal de un proyecto de tres años por 913.000 dólares, financiado por la Fundación Dubai Cares, titulado "Gestión de crisis para la reducción del riesgo de desastres en los sistemas educativos: Aprendiendo de la Elaboración e Integración de Estrategias Centradas en la Tecnología en El Salvador, Honduras y Colombia". Este proyecto fue uno de los dos únicos seleccionados por Dubai Cares de 173 que se postularon para su programa de financiación llamado "E-Cubed", a través del cual apoya la investigación para la educación en situaciones de emergencia. También dirijo actualmente (junto con Mauro Moschetti) tres proyectos de investigación para la Internacional de la Educación (la federación mundial de sindicatos de profesores) sobre las formas en que la privatización está avanzando en la educación en Colombia, Paraguay y otras regiones de América Latina. Estos estudios forman parte de la campaña mundial de la Internacional de la Educación para hacer frente a la privatización de la enseñanza pública. Anteriormente, obtuve una beca Fulbright para mi trabajo en El Salvador. Además, he ocupado puestos de visitante, afiliado o investigador en la Universidad George Washington (EE.UU.), la Universidad de California-Berkeley (EE.UU.), la Universidad Autónoma de Barcelona (España), la Universidad de Amsterdam (Países Bajos), la Universidad Centroamericana (El Salvador), la Universidad del Norte (Colombia), la Universidad de Tokio (Japón), la Universidad de Waseda (Japón) y la Universidad de Auckland (Nueva Zelanda). Además de haber sido consultor del Banco Mundial, he elaborado evaluaciones, informes y documentos de trabajo para diversas organizaciones internacionales, fundaciones y centros de investigación, como USAID, UNESCO, Internacional de la Educación, Global Campaign for Education, Open Society Foundations, la Fundación Spencer y el National Center for the Study of Privatization (Universidad de Columbia). Obtuve mi doctorado en Política Educativa Internacional por la Universidad de Maryland y mi máster por la Universidad de Pensilvania. Mi disertación fue reconocida con el premio a la mejor disertación por el Grupo de Interés Especial en Estudios Latinoamericanos de la Sociedad de Educación Comparada e Internacional (Comparative and International Education Society - CIES).
