I have over 20 years of experience as an educator, researcher, and scholar of education policy. I examine the global governance of education, the rise and spread of global education policies, as well as the processes and effects of making and putting education policies into practice—particularly those related to privatization and decentralization.
I have worked with universities in various world regions, as well as with multi-lateral institutions and non-governmental organizations, such as the World Bank, UNESCO, the Global Campaign for Education, Education International, the Organization of American States, Save the Children, and the Privatisation in Education Research Initiative, among others.
With over $1.40 million in funding awarded, I have extensive experience as a leader and member of international research collaborations. My research projects span 15 different countries (primarily in Latin America and Southeast Asia) and have resulted in 12 books and 150+ journal articles and book chapters. My work has appeared in such journals as Review of Educational Research, Teachers College Record, Comparative Education Review, Journal of Education Policy, and Development in Practice, among many others.
